This deals with how good and evil are very subjective things. Someone might think they are doing a good thing, but not realise the bad effects it may have, and vice versa. It mentions how in a group of the most evil people there are still good actions and choices, but they may not be as good as the actions of the meanest person in a group of good people etc etc.
